    I had a dealer in Bremerton try and add $5000 to a Tacoma TRD Pro, then a dealer in Kirkland tried to add $7995 in "protection pkg" to one on their lot. Bought it from the dealer in Everett for under MSRP.

    And I'm a huge believer in gun control.

    really? I just bought an MP5 clone pistol and was going to put vertical fore grip on it. But the googles said if the overall length is 26 inches it would be alright.

    "The ATF has long held that adding a vertical fore-grip to a pistol makes it an AOW subject to the requirements of the National Firearms Act (NFA).

    However, like so many ATF regulations, this one needs further clarification. If the overall length (OAL) of the pistol is greater than 26 inches then adding a vertical fore-grip doesn’t result in the pistol becoming an AOW. The following letter from 2011 breaks down the ATF’s position:"

    So I-1639 doesn't apply to AR pistols, right?

    Just trying to plan out my upcoming purchases, I already had to buy another 10/22 (takedown, heavy barrel) because I-1639 makes it into some kind of monster evil weapon.

    Pistols are still pistols, whether they are based on AR receivers or not, and not currently subject to the additional restrictions placed on "semi automatic assault rifles."

    But in an unrelated issue, beginning 7/1/19, your CPL will no longer be a waiver of the 10 business day wait for handgun purchases. The FBI is tired of some local LE agencies "doubling up" on NICS checks for one handgun purchase, so they are no longer going to allow FFLs to conduct NICS checks on handgun purchases for anyone, CPL or not. ALL NICS checks for handguns will now have to be initiated by the LE with jurisdiction, which means a minimum wait of a few days to probably 2 weeks. So much for the INSTANT in the National Instant Criminal Background Check System.....

    How it is supposed to work for CPL holders based on the RCWs:
    FFL does NICS check, gets "Proceed" from NICS and releases the handgun, writes NTN number on State Application to Transfer Pistol (ATP) form.
    The State ATP form is then sent to local LE for additional checks (state database, DSHS check, etc.), but NOT another NICS check.
    If the additional checks catch something not in the FBI database*, then a subsequent "Deny" would be issued to the FFL, and the buyer would have to return the firearm.

    What is actually happening:
    FFL does NICS check, gets "Proceed" from NICS and releases the handgun, writes NTN number on State Application to Transfer Pistol (ATP) form.
    The State ATP form is then sent to local LE for additional checks (state database, DSHS check, etc.)
    Local LE staff is also submitting a NICS check to the FBI when running the state checks, thereby "doubling up" on the NICS checks. This is a waste of resources, and also leads to issues where the NTN on the 4473 doesn't match the NTN generated by the local LE agency.

    LE shouldn't be doing this, but our state "process" is no process at all (inconsistent due to 260 different agencies doing things 520 different ways....) . The FBI is fixing it for us on their end by saying "NO" to any NICS check done by an FFL for handguns. It just so happens to coincide with the implementation of 1639, but they are not related.


    *the only way this happens is if the state fucks up and doesn't notify the FBI of disqualifying events. So every instance where this happens (for my business, not once in 10 years, but it has happened to other dealers) is just evidence of ineptitude by the state......

    You seem very knowledgeable. Can I purchase a used AR that’s clapped out for 200-300? Then build it to my liking? It isn’t not the monetarily responsible thing to do, and I would have to be wary of damaged components. However, that way I could purchase one quick and easy and avoid having to wait 1-2 years depending on what they try and pull next.

    Might sound stupid but I am ignorant as I come from a shotgun background.

    The trick is finding a used AR in that price range to begin with, and within the next 2 weeks. The modularity of the platform makes it easy to change everything later. So even if the barrel, upper, etc. is in rough shape, as long as the lower is in good condition, this is path you could take.

    I just think the time available and the budget are working against a successful outcome. :(

    Welcome to the world of the ATF, FBI, and local agencies and expecting them to all work as if they were one system.

    Yes you can buy a used firearm of any type (well long as legal for you). All that is required is that you go through a FFL dealer to conduct the transfer. Itll cost you anywhere from $25-$50 depending on where you go and their rates. You can change anything on anything firearm as long as it does not violate any laws. Most common would be cutting a rifle barrel under 16" (making it a short barreled rifle), putting a stock on a handgun (making it a short barrel rifle), and/or a vertical grip on a handgun. There are more but those are probably the "big three" asked the most that ive seen.

    Yes it seems that way. It doesn’t hurt to look I suppose. I’ve seen receivers for $200, let alone a complete rifle. At least there’s a gun show this weekend.
