    Personally I like how being legal to drive off the lot is considered an accessories. Referring to the 50 State Emissions. That's gotta be worth at least 10k of the 20k upcharge.

    Well on the background check, there are boxes for: long gun, pistol, other (frames, receivers, suppressors, pistol grip only shotguns, anything besides a complete firearm). I cannot purchase an “other”. Even a collection of parts such as a lower, upper, and barrel counts as a firearm that was not manufactured as a complete long gun.

    The shop did not try and upsell me at all, simply informed me I could not purchase a stripped lower. This was directly before another customer placed an order for 84 stripped lowers at $55 a piece. They do no seem like a shop that needs to upsell anyone.

    The iniative isnt in effect yet. The age portion goes into effect Jan 1st. The rest is July 1st (i THINK on that. scollins mentioned it in a previous post).

    And no he can not buy just a lower receiver. A lower receiver is not a handgun or a rifle. it is considered an "other" and as such is sold that way. An item listed as "other" can only be sold to a person 21 years or older. The "other" catagory is basically the catch all for stuff controled by the GCA/NFA that doesnt meet the definition of hand gun or long gun

    now he can go buy a complete AR rifle. Since rifles can currently be bought by an 18 year old. Once configured as a rifle, you can not make it into a pistol

    ok so as I posted earlier, you can put a vertical foregrip on a pistol only if it's at least 26" in length. I have a folding arm brace and it's over 26" when extended. So do they measure with the arm brace extended or folded??? The googles is giving me conflicting information.

    No, the dealer was right. Under 21 cannot buy just a lower. It has to be a complete "long gun." A lower is NOT a long gun, it's a lower.

    EDIT: See that this was covered and acknowledged, didn't mean to dog pile....

    It's supposed to be extended. Same with a collapsible stock when measuring overall length on a rifle (or an SBR if submitting a Form 1, etc.)

    And yes, if the overall length exceeds 26", then it isn't a "handgun" anymore, but simply a "firearm." Also means technically it can't be carried concealed with your CPL, since it is no longer a "pistol" at that point.

    But I put these items, as well as other things like shockwaves, brace-equipped firearms, and anything that creates a possible gray area as "poke the bear" firearms. Depending on how high your comfort level for "poking the bear" is, buy these items and use them. But if you are risk-averse or worried about possible complications, then reconsider. Because while you may eventually beat the charge, you probably won't beat the ride. Officer Barney Fife may not be an expert on all the minutiae that changes the classification of a firearm from one thing to another, and figures "screw it, let the courts figure this guy out...."

    I'd recommend giving H.R.7115 a read, (or in my case 12...kept loosing my spot and my have dropped my phone across the yard once or twice.)
