    Toyota probably put that in there for when you pay the dealer $50 to replace the $28 filter and they don't bother to do it. Covers you till next time when they check and realize they can charge you another $50.

    I swear I think they have a pile of leaves back there that they throw on the filters when they bring them out to you.

    That's too much work. I'd be surprised if they even pull the old one out before they just grab "that one exceptionally bad filter than came in one time" off the shelf of other decimated parts like 110% worn brake pads to see if you'll fall for it.
