Fees have always been shown on registrations. It's just a lot of them used to be under 'other' or just incorporated into the license fee total, and then they started adding separate places for them, and then the fees got to be so many that they ran out of room and started listing them on the back or wherever. This is because of TABOR - when they can't raise or create taxes without voter approval, and they know they're not going to get it, they started creating fees instead which they were still allowed to do. It really started in 09/10 when the road and bridge fees were first introduced. Then 16/17 is when Larimer at least stopped putting the fees on the front and started listing them all out on the back so you could see the individual breakdowns.

And of course they vary by county. I'm not sure if I can see the whole list or not since it fills up the back of my registration. The material fees you mention are the literal cost of the stickers you put on the tags for month and year. There's one for the plates themselves if you have to get new ones as well. We don't have Clker hire fee that I can see, but I'd swear somewhere I saw that on mine or a training fee related to the database changeover. Which there's a fee for that (maintaining the database of records), one for EMS, bridge and road safety, a specific county road and bridge, peace officer standardized training... Most of the ones I see are surcharges (motorcycle/electric/diesel) or voluntary things like charitable donations (breast cancer fund) and specialized plates. Funny thing is, I once went hunting for a complete list of possible fees on the county site and couldn't find it.

TABOR is exactly right. Fees through the roof as a big "screw you" to the tax payer. The other thing they did is jack up property valuations. They're going to tax and spend like crazy no matter what and TABOR isn't going to stop them.

Anyone looking for a 2001 Honda Civic 2-door? It's in good condition overall and has good Blizzak's except for two things: One side has a mediocre bondo job to patch where it was crinkled and the head gasket is most likely blown. 159k miles, roof rack, two sets of wheels (the set currently installed has Blizzak's). If I had a garage, I'd fix and flip, but like @Stig - I don't care to work in the street during winter.

LOOKING FOR A FAVOR NEAR BOULDER: Are you near Boulder and have a floor jack that I can utilize for about an hour while I swap on the second wheelset with winter tires? I know it will take much longer to use the OEM bottle jack than just a decent floor jack. I'm house sitting up in Gold Hill for a week and a half and want to get them on since they will actually be useful up there, unlike living down in town.
I'm still over optimizing my floor jack purchase, which is why I don't have one.
