I just picked up my tacoma 4 or 5 days ago. The first thing i noticed is that the breaks feel as if someone pumped the pedal 50 times. Its like I'm barely slowing down or i'm slamming them. It is VERY difficult to come to a smooth stop. Has anyone else experienced this problem? Or is this just how the breaks perform on the truck?

Takes a little bit to "break in" your new brake pads and shoes... here is an article on burnishing and bedding your brakes.

    https://www.wagnerbrake.ca/technical/technical-tips/break-in.html

Toyota dealers tell people that there is no break in for these vehicles, they are incorrect. It even tells you in the owners manual about the brakes and what you should do/not do during the break in period for your truck.

Ive noticed mine will fade very quickly.
From a reasonably fast speed... 60-70mph... by the time it comes to an aggressive stop, the brakes are almost gone.

In contrast, our 16 4runner will launch you through the windshield.

The Off Road does not have a traditional style vacuum booster for the brakes, so maybe that is why you think they feel different.

Should talk to HR if you’re unhappy with the current break system. See what is required by law in your state. 15 minutes every 4 hours here with 30 minutes for lunch if working over 5.5 hours.

Did you drive a domestic before this? Every Toyota I have ever driven has touchy brakes compared to something American like my Dodge

I do believe there is one on models other than off road and pro.

Yes, and the symptom is a hard pedal.

I don't think the safety recall excludes OR's.

If it’s a safety concern, I would probably have it looked at by the dealer service department.

You’ve already checked under the hood?

The TRD Off Road and PROS have an assisted electro hydraulic booster. They make the brakes quite touchy. My 2016 TRD Off Road was like this, the 19 TRD Pro I drove yesterday felt the same and my 2015 TRD Off Road feels basically the same as well. Compared to some full sizes, the brakes (or breaks for the purpose of this thread) work pretty well.

With that said, I've never felt they would not stop the truck. No pucker factor moments as long as you drive with common sense since it's a truck.

A break system would be a concern!

So they can tell you the same thing? That it does not apply to the Off Road trim that uses a different brake system.
