Far as I know the tax credits for HYBRIDS ended a few years ago. I do believe that this tax filing is the last for ALL ELECTRIC vehicles.

Prius Prime is a "plug in chargable hybrid" - rolling both types (electric/hybrid) together. It's actually quite a feat! Because it plugs in, tax rebate available.

No, when you start off, you will likely be all electric, just like Power. Putting it in Power means it's not going to apply the engine until it absolutely must - engine is for cruising speeds and charging. If you just sit with the car on, you will note the engine turning on and off for charging now and then. Prius has the most seamless engine/battery switch of any I have ever been in. When you are cruising along with little changes in the road, it will quietly switch back and forth, or apply both, AND continue to charge - as needed.

It's always regulated, in all modes. Chips are available, but I never had one out of warranty, except our 05, and the son did NOT want mods

Power mode certainly will amaze anyone who has never done it. It locks the engine out entirely, and gets "unlimited" power from the battery to electric motors. Which is INSTSNT torque - so launch - and the CVT basically lets you increase the speed like a jet would. It's not as fast as say a Tesla (which has a lot of emotor), but it will put you at Highway speed as fast as you can yell PRIUS!

There is actually a "third mode" that goes unnoticed. "Normal", Power is off, Eco is off. I know of no speed limiter in any mode, but you would very quickly drain the battery in Power trying to do that for any period of time, and it would kick you out in some fashion.

See above - yes it is always "governed" to the extent that in "normal" conditions, the computer will decide what to power from where, and when and how much it will store to the battery. If the battery is well charged, the system will actually allow more power when needed "on-call". If you ate up a bunch with Power Mode, it's going to limit generator power and use the engine more. It's a continuous monitored operation. Thousands of decisions per second, and amazing.
