    That's for the small end that goes on the inner tie-rod shaft. You twist tie it on like 3-4 twists or so and fairly tight so it compresses the boot a little but not to cut into the boot, the loops are just there to aid in that. Then you cut off the excess tag ends as close to the twists as possible.
