Specifically the "Images of persons wearing bathing suits are permissible presuming there is no excessive cleavage, buttocks, or other items of that nature deemed that may be inappropriate." sentence, and came to the conclusion that although she was fully nude, none of her lady-bits were showing, nor any common-bits, but I still decided to remove it.
It's unfortunate too, since that's the first thing that came to mind when I read the posts I quoted.
