    They can't extinguish the fire outright so it's a controlled burn until the fuel is exhausted or the temperature drops below threshold.

    If it was naphtha, the ITC would have started their own space program by launching that tank into orbit. It's a medium to heavy fuel oil or crude from what I understand, hence the fire/burn behavior and smoke. Too much conflicting information out there so it's hard to get specific.
