You have a rear O2 sensor after the cats and a stock air/fuel sensor before the cats, which is the topic of the convo we're having... the AFR sensor you're referring to is an aftermarket one that you weld in place just before the cats (even closer than the stock one) that connects to it's own gauge inside the truck. So you aren't replacing any of your current sensors with it, you're adding a 3rd one to the mix that isn't controlled or monitored by your stock ECU, it's only monitored via the gauge that it comes with.

Starting in 98 with California models and eventually to all models in 01 the upstream became an AFR sensor

If my ECU monitors my air fuel ratio, then why would I need an aftermarket kit?

So you can visually look at it so you dont lean out.

If you cant see it you truck will still run when leaned out but it can cause damage, so having one allows you to see when you gotta throttle back before you lean out.

It's not about who monitors it. It's about what it's doing with the data. I can be fed completely accurate data about a situation, but if my intentions aren't any good the data didn't really help did it? The stock computer is listening to stay at the ideal air fuel ratio for naturally aspirated engines. It has absolutely no concept of boost or that you've added any. So typically these computers look at the air fuel ratio at high RPM and go oh oh it's perfect even though it's likely very lean because you've added boost and the ideal air fuel ratio should be richer for safety and power. So we put in our own gauges to monitor for safety and to tune piggybacks an after-market an after to run better than stock

The aftermarket one gives you a more accurate reading than what the stock one gives you. I had the same thought initially and figured I'd just monitor my stock a/f sensor via the Torque app but it's not sufficient for closely monitoring your AFR readings especially in open loop
