How would I find a book that I read 20 years ago, but can't remember author or title?

I want to find and buy this book I read way back when. Any one ever have this happen?

    Reserected from the dead.

The basis was about a group of Americans that were getting tired of politicians promising the world and not delivering.

This group send out notices to these elected people. "Do as you say you will, or suffer the consequences" Some of these politicians are killed because they refuse to do what they promised.

I think the main character was named Herman or Henry.

There were many references to gun ownership and private airplanes.

I recall the main character was a crack shot in his youth and all thru growing up. There were references to his uncle taking him to a shooting match when he was ten or so. The Uncle bet one of his opponents the kid could shoot the pigeons out of the air with a rifle. The bet was 100 to 1 odds. The opponent lost $10000 on the bet because Herman/Henry made the shot.

Later in life the main character acquires some sort of large caliber rifle. For some reason I thought it was some form of 50 caliber.

There was a scene where Henry pics up one of his college buddies at the airport who has been an African safari guide for 20 years. When they are driving back to town, Henry sees the police are fixing to pull him over. He asks his guide buddy how much cash do you have on you? I think the reply was over $50k. Henry say, "quick put in my locking track vault. The cops can't make me open the safe without a search warrant. There has been reports of the police confiscating honest citizen's money for little reason".

Later on in the book, there is a confiscation of guns and people start to hide them.

There is a scene where Henry shoots down an FBI helicopter with this odd gun. Part of me want to say it was the gun was a Maxson. Were Maxson guns used in target shooting?

I remember reading the book and thinking to myself that I was glad I bought it at a used book sale. I'm sure the author was on an FBI watch list.

In the end, this character is hunted. He buries the gun then is seen flying out the airport in his airplane. He stages his death by flying the airplane into the ocean, but had secretly parachuted out of the plane before it left land.

It was a quite long book, but it was an amazing read.

I thought for the longest time the the title was "Promises to Keep". Searching this name all I seem to find Harlequin Romance type books.
