All the mechanisms work and the mirror is loose in its ball and socket, so the mirror does not stay adjusted. Do you know how to tighten that part of the mirror mechanism?

i think it will come down to making the ball bigger or the socket smaller .

There is no adjustment to move the ball tighter into the socket ?? As stated more detailed pictures might show something

Another mirror might be the easier option.

In years past when things were all metal building up the ball was easier now epoxy then form into shape when cured just a thought

This is detail of the piece in the lower right corner of the photos in Post #1
Another mirror is a great idea, except, this IS the other mirror!
In a previous mirror (manual adjusting) there is an adjusting screw to tighten the ball in the socket, behind the mirror glass. Requires removing the mirror glass, likely to break it, if this one has a similar adjustment. I don't want to break the mirror glass only to find that there is no adjusting screw behind the mirror glass. Reminder, this is a TYPE C mirror, manual adjusting with interior lever.

I'd say the glass has to come off to tighten it.

Could you just push on that retaining washer in the middle to tighten it up?

Not really what I would call a ball and socket .

The joints I was thinking of were more like a ball joint that I recall from years ago

Good suggestion, @mechanicjon. Retaining washer very tight, resisted "pushing". So, this is what I came up with:
Adjusment of tension of ball in socket-Tools Used 585x480.jpg Adjusment of tension of ball in socket-Markings to gauge adjustment 585x480.jpg

Adjusment of tension of ball in socket-Punch set on backside to secure the fitting 585x480.jpg Adjusment of tension of ball in socket-Preparing to adjust-585x480.jpg

This procedure was successful. I tapped a few too many times, so the resulting movement was pretty tight, but still adjustable. Better too tight than too loose.
If I were to do it over I would tap and check movement, tap and check, tap and check, ...etc.
Replacement mirror glass is on order at http://mirrorglassplus.com/2001-toyota-tacoma-driver-side-mirror-2953/ [This is a 2001 mirror for my 2000 Pre-Runner. I selected it because the mirror can be adjusted manually with a lever on the inside of the truck. The 2000 mirror required the window to be opened to reach out to manually adjust.]

Defrost mirrors, compass/temp display rear view mirror, rear wiper on camper shell, trans.cooler.
I adjusted my mirrors by placing a deep socket on the serrated washer. Give the socket a few taps.
    To remove the mirror glass;
Use a small pic to pry open/start glass separation from backing.
Heat a thin paint scraper with a lighter or torch and slide it under glass and melt glue.
