    uh, actually no. 70 is the MAXIMUM speed on most highways, though improved Interstates will now find 75 outside metro areas, and some toll ways offer 80. 85 is the MAXIMUM on the stretch of 130 from around Mustang Ridge South to Sequin. Highest official speed limit in TX and the US.

    Funny, 130 from 71 north is 80.....

    And according to the MUTCD if the sign says speed limit that is the minimum limit. Variation is 5 mph over or under, if the sign says maximum speed on it, you can do anything up to the number posted, exceptions are construction zones and schools.

    Texas Manual on Uniform Traffic Control Devices (TMUTCD) controls SIGNAGE, has nothing to do with "enforcement". Requirements to text, size, font, color,etc. If there is a MINIMUM speed (as on highways, along with other restrictions - bicycles, tractors, etc - they will be posted on a similar sign.) Sometimes along longer stretches, you will find a Speed limit with a large max, and a small min, or even a NIGHT limit). Again, these regs are for the signs, not enforcement.

    And YES, Toll 130 from 1-35 to 1-35 either direction is 80, unless construction. 130 South from Mustang Ridge was built by another contractor, and they somehow negotiated the higher limit to encourage 1-35 bypass. They are presently rebuilding EVERY entrance and exit ramp along that stretch, along that stretch, because TxDot Engineering proved them unsafe for that max limit. And a lot of other construction because they underestimated how compacted former farm land would become.
