dumb question about cargo bars.

I know Toyota sells those cargo bars that bolt/clamp to the larger cleats.
First off, can you place them under the cleat instead of on stop? (may have issues with the cover) and is it possible to get just one (1).
I am looking to do a bed/light mod and I really only need one.

 

I don't know the specific answer but there are other cargo bars you can use:

 

I have them, I dont think you can buy just one,I dont see why not mounting them on the bottom, I have lights on mine but I also dont have the cover.

 

That is the idea I am having, but using only one light, with the military style black out.
Found them on the web for $92 a set, may need to dig further.

 

I have a set and mounted them on the bottom of the cleats because I mounted a couple of bike trays and needed the clearance when my tonneau was closed.I originally had them mounted upright and there was no clearance problem with my tonneau.I've never seen them advertised one at a time,just the set.

Maybe someone here would go halfers on a set?
