Sorry, no real way to “clean” it up once it soaks in and drys. If it really offends you, you can get a concrete surface paint and do the whole surface. Do the kids want a B-ball half court? Add sand or something for traction.

It most likely soaked into the concrete surface some and you can either now grind it down with a concrete surfaces or go buy 5gal of solvent based concrete sealer and seal everything.

If it’s wet I usually pour cat litter over it and then grind/smash it into the concrete with my body weight and that usually soaks it up.

Agreed on the cat litter, but you need a brand with a clay adsorbent, preferably calcium bentonite. sodium bentonite can also work in a pinch.

When I was in school another student started working on a donated Ground Power Unit, a hose burst and sprayed his face and chest with Skydrol. He went to the ER and they tried to neutralize it with something but he was all red for a week.

Everytime we get a new guy in my shop at work we try to drill in their heads wash hands thoroughly before peeing after touching the plane. Although it is funny watching them dance when they come out of the bathroom after not listening the first few times.

For my brushes I try mineral spirits first to dilute, Scrub the hell out of it and get it agitated, and rinse. Then use dawn dish soap to repeat the process and clean up the rest. Works very well. It needs to be diluted first though so get some low odor mineral spirits to start no matter what you use as a degreaser. IDK about concrete though, if that shit dries, blasting will not remove it.

Someone above said chemicals. I concur. Harsh chemicals and a pressure washer is what I'd try (Harbor Freight just had their little electric pressure washer on sale for $79. I got one. Good for the price.)

I bet some brake cleaner would do wonders... Probably kill half your neighborhood wildlife in the process.

If dry not really. You would need a continuous ignition source (i.e., an open flame). Why the worry now? I assume you were coating something made of wood?

Why did you delete your original post?

FYI if instead you are trying to clean up some incriminating evidence, e.g. blood, a different set of chemicals might be appropriate. We don't judge... unless you drive a Jeep or run a tall body lift.
