The house not being framed yet makes his plan even easier , more feasible and cost effective . Digging a basement through an already poured slab probably not so much .

I cannot imagine putting my family in a home with no basement in a tornado prone area! I would consider this a larger concern than a few extra watts going to my AC. Vented/unvented, conditioned/unconditioned is not going to make much difference if the AC unit is not efficient and the placement of the compressor is poor.
Builder is probably going to charge a premium to change their method for one house and if there is a savings, payback could take a very long time.
    IMHO

    Any input guys?

My built-in whirlpool oven is not working. I checked the supply power and it is reading good. I flip the breaker kept it off for a few minutes and put the back on and still nothing.

My house has a two wire 220 line to the oven. The oven has a 3 wire feed. Oven was wired up with black to black , red To white and White and ground to house ground.

The oven has been working fine for the last two years. The other night after baking some food I turn the oven off and left the door open. When I came out to the kitchen and the next morning there is no power to the oven at all

Holy chit, I've done a lot already!!
I'd check power to the control board. That should be 110/120, if it's there, I'd guess it went bad on you.

Look into poly sand. I used it Between our platers and turf. I wish I had done the patio with it. Seriously considering Vac and pressure washing the sand out and replacing it. No dirt in joints, no weeds, you can pressure was it and it looks like sand. You soak it with water and it gets hard. A thought.
    Yours, Looks amazing!
I would take a pic of mine and show but I need to wash my grass first, winter and all.

If there is no power to the oven and you've reset the breaker then I would think the breaker is bad. I would check for power at the breaker. Go from there.
    Good luck

I have a slab home in a tornado area and it doesn’t freak me out.
Why spend substantially more on a home and financially cripple my family more over an event that may never occur?

Just get to an innermost closet and ride it out.

Correct me if I'm wrong, but why is the ground wire aluminum? doesn't all wire need to be copper in modern building standards...esp the ground wire? I know aluminum wiring is bad down here in the south
