I looked this up in the RCW. It's illegal to shoot from or across a public highway. Public highway is defined in the statute as anywhere the public can drive. So dirt FS trails that any motor vehicle (and maybe bicycles) can use are public highways.

No they can't, unless they have paid the appropriate SOT (Special Occupational Tax) to deal in or manufacture NFA items. "Class 3" is usually tossed around (incorrectly) as most FFLs with SOTs are just dealers, and that is listed as "Class 3" on the SOT form that gets mailed in to register and pay the tax.

So you can have an 01 FFL (dealer) or 02 FFL (Pawn Broker) with an 03 SOT (NFA Dealer). Most times this will be indicated as an "01/03" or an "02/03".
A manufacturer FFL is an 07, and they get an 02 SOT (NFA manufacturer). You'll see this a lot as an "07/02"

But an FFL (01, 02 or 07) can't deal in NFA Title II firearms without the corresponding SOT to go with it.

 

True but any FFL can get an SOT. The ATF changed the dealer FFL licenses there is only one now as I understand it.

 

All but 03C&R FFLs can indeed add the SOT to deal in Title II firearms. But without paying the $500 or $1000 annual tax and filing out the application, they are limited to Title I firearms.

As for "only one license now", that is not correct. There are still 9 different "FFLs", only one of which is for collectors (03 - Curio & Relic)

03 - Curio & Relic collector (not for conducting business)
06 - Manufacturer of Ammo
07 - Manufacturer of Title I Firearms
08 - Importer of Firearms

11 - Importer of Destructive Devices

Additionally, the state of Washington currently has 3 dealer licenses:
Pistol Dealer
Firearms other than Pistols Dealer
Ammunition Dealer

I cant beat it, I dont sell or broker anything. I do spend my whole day on the internet and have to constantly resist the urge to spend every dime I make.

 

$450 out the door, meaning that includes sales tax? That guy is making about $10 on that sale. And for a pistol that is extremely hard to get right now (distributors have no inventory), you probably should jet over there right now and get it.

Now, $450 PLUS tax is a more likely price, as the MAP (Minimum Advertised Price) on the 43X is $448.
