I'd like to find a way to have a rack mounted above the Bakflip MX4 and keep the secured bed space below for gear.

Voodoo's solution looks great, but won't work with the relocated rails of the Bakflip.

Yakima's Tracks seem like the way to go, but all I have read online is that they either insecurely screw into the plastic and that there isn't a great way to secure them to the bed rails. Is this true? Is there a way to get this to secure safely? Any thoughts on this?

Are there other sleek and secure ways to get this accomplished?

KBVoodoo will fit with a backflip. you just have to buy the different brackets for it. thats the setup im looking at currently.

Under special instructions for Bakflip at this link it says, "Our Hi Rise Crossbars and URTC will not work with relocated Tacoma accessory rails." Modular is serious overkill. Is there any other options?

Can I buy these and then some how attach cross bars to these? I don't have any welding skills.

Not from what I have seen. just the modular one. other people might be able to chime in though here. ive just been looking at that set up since i like the looks of the mx4 with the low profile. and KBvoodoo has had some issues in the past. i guess now adays its hit or miss with them. And i like the options they have with the max mod.
