Bought a 2002 3.4l, it's got no cats

OP is in California and as the sale took place in Oregon, they'd have to travel there to file and for the court date. Time off work and gas adds up if they're not particularly close.

I realize it's faster, cheaper and the guy wants the truck (otherwise he wouldn't have traveled to get it) to just buy an exhaust.

That is actually bigger pain in the ass than it should be. It is not enough that converter is approved by CARB but it has to be approved for particular year/model/engine. If converter is not listed in their database that is approved for your year/model and engine, it will not pass. Any converter with CARB number is not good enough. I had converter put by muffler shop that passed smog for a couple years and then one day it did not pass visual because apparently it was not approved for 95 model even it was good for 97. Still failed. Muffler shop was generous enough that after 3 years from original install they did replace it for "approved" model free of charge.

What they told me was than in 2010 the original converter was "approved" in printed catalogs, but later some bit pusher did not enter it into electronic database SMOG shops started to use in 2013. It was cheaper just to replace me 100 dollars converter than fight with Republic of California. What was the most sad, the original converter performed about 2 times better on SMOG numbers than the "approved"one.

 

They weren't already just doing OBD2 by then?

 

2013 was the first time they did use some on-line database for verifying equipment for visual. This f#$ing stupid as far as it can go. Why not stick a probe into tail pipe and see if it's good (like in old times). All polar bears and penguins don't give a f#$k what cat brand and model you have as long as the truck does the job of cutting NOx and CO. But Cali government knows better

 

Do you know for a fact that part of the state doesn't actually require emissions, of is it just that those areas don't care enough to check?

I could point you to some DMVs and smog check stations in CA that will pass pretty much whateverthehell you want.

Seems odd that state regulations (licensing and vehicle registration) wouldn't apply state-wide. But this is Oregon we're talking about, so weirder things are possible...

 

Just looked it up and the law changed January 1, 2009 which was about 6 months after I left the smog side of the industry so that makes sense. Prior to that they had more or less universal CARB approval but it seems now they approve them based on configuration (e.g. number and position of converters, and engine size and number of banks) and each approval includes a massive list of applicable vehicles.

So yeah, converter with an applicable CARB number then. Fuck I don't miss California bureaucracy...

 

You go register your car at the DMV and they don’t require you to have an emission report so I would say it isn’t required, this ain’t commifornia.

 

I'm just saying that depending on which DMV you go to here you can get similar treatment. Just because a particular DMV doesn't ask for it, doesn't mean it's not required by the state.

 

It ain’t a statewide thing, it’s a municipal thing. From one town to the next it changes. I know some people who cheat the system and use a friends address where it isn’t required so they don’t have to pass emissions. There’s several areas and towns that don’t but I don’t doubt what you’re saying.

I had an issue with both cats on my 03. I looked into oem and at a $1000 a piece I went with Magnaflow and found out that Toyota is real touchy with their cats. I had a check engine light a few months later. I threw in the o2 sensor simulator and bye bye CEL.

Im so glad I dont have to smog my stuff any more, I live in CA also.

Really? My in law told me $35 but that was years ago but still, $112 is a lot cheaper than CA. My 2015 is still $437 this year and last year it was $502
