Just two ports, one for an external speaker and another for a PA. Both are 3.5mm jacks

yeah you don't need an amp for this speaker. BUT, this speaker is not going to be all that loud. You'll hear it if you stand in front of your truck for sure, but people in other cars likely will not. Just keep that in mind!
A typical speaker on a police car is 100W. So (and very roughly speaking) your speaker will be about a 10% as loud.

Yeah, that’s what it sounds like. But I wanted to add an amp to this speaker. So I figure cutting the wire and splitting it to connect to the left and right outputs on a small amp. Then using that RCA cable you linked to connect the CB radio to the amp

You might just blow the speaker out if you do that. You can try, but dont be surprised if the speaker goes out.
If I were you I would look at something like these:

yeah you would need an amp with those, except for the one with the siren because that is an amp.

Mounted to the stock aluminum bumper from the top. I just had to take the grill out to do it. I used self tapping screws if I remember correctly. Didn’t take long at all. I also gave myself some extra slack to solder the wires outside of the truck away from plastic then zip tied the rest to stuff.

Kind of visible from the front but if I didn’t tell you it was there you wouldn’t notice it. You could spray paint it black before install as well. I want to add an in line amp for more juice but it’s plenty for now.

If you wanted to take your full bumper off I’m sure you could get it hidden back there pretty good.
