I'm guessing the supercharger would be a better option then, but I guess that depends on where the turbos mount. I have a supercharged 3.4l with a snorkel and deep water crossings are no issue, I actually saw better intake temps after I put the snorkel on too which is good, cooler air from outside the truck. High intake temps are no bueno in general especially when you're boosted

Twin scroll isnt going to make any difference when its only fed by one dump tube that isnt separated at the head anyways.

It seems like I had a vehicle pass just from passing the side of the road sniffers a few times. I can't remember for sure though but it seems my registration renewal stated something like emissions test not required/passed or something like that. Also had a VW Scirocco that had a bad cat that was gutted and still easily passed emissions both here and back in Georgia.

Assuming you are using the stock Tacoma ACIS plenum and not the Sienna open plenum?

Yep, unfortunately sienna plenum didn't work out. Interferes with a fuel rail when fully bolted down

Kind of figured that it would have clearance issues in that area. From my own research looks like a .625 spacer under the plenum could allow its use. Even at that you are loosing a fair amount to of runner volume.
