This is one of the strangest threads I've ever read on here. It's got almost everything. Strong opinions that aren't applicable, technical misinformation, complaining about markets and wages, and even some mild flame wars.

There are states that do not check, federal law or not, if no one reports know one knows.

The feds don’t police this, only the DOT does from INCEPTION of the vehicle, the police can check if they want, when was the last time you saw a cop look for a cat?

The fed is the fed and all laws from them are paramount to treason if broken, there is a thing called state sovereignty also. The only time a vehicle MUST pass is the time it’s built and sold UNLESS the state tests for FEDERAL equipment.

Got bigger tyres on your truck? You violate FEDERAL mpg requirements and tail pipe emissions, got a bumper? Have you measured the vehicle height? Violation if too high or low.
Have you ever offered an aspirin to someone? You violate FEDERAL drug laws......

It is a balance. Which is how this country operates.
You SHOULD understand this as the military is all full of give and take.
