How does it idle, is it smooth? TPS might need an adjustment, if it doesn't know it's coming off idle the fueling might be wrong

I think it needs a cat. Timing is on. Idles fine. Passes nox at 15mph just barley and doesn’t pass at 25mph

If it has dirty injectors this can happen too. How's the upstream O2? It isn't heated so it needs to be hot to measure right. If it cools down it will throw everything off. It might be old and fouled too.

Yeah these old systems didn't have a heating circuit for the sensors. You had the engine and exhaust nice and hot when testing with those latest numbers right?

I was at the smog shop for about 2 hours and the van was on most the time and made like 10 runs. So I think it was hot.

Interstate running high rpm for 30 minutes, but 2 hours and 10 runs.... Well how long is a run? Couple minutes? You really do want the exhaust hooooot, but I imagine the dude would've known that and you as well. I've had it make big differences in my tests in the past

Thats why i don’t really wanna replace it right away. Maybe a new 02 and bvsv will fix it.

That valve will have to be there for sure, unless they have the vacuum hoses routed in a way to do a delete? Can you even do a delete of that thing?

I just read ip on it. Its design to not allow gas into the throttle body till the engine is at temp. If you by pass it it will allow gas all the time
