Tank size doesnt change like that. If you're filling up when your E light is on and only getting 13 gal before the cutoff, thats strange. Perhaps your float is bent. I wouldn't attempt to drive until your motor shut off but you could manually siphon out the gas when you're at E and see how many gallons you are getting out. Granted, you'd need about 10 or more empty gas cans so its up to you. You could drop the tank after its empty and take a peek at your fuel pump. See if its bent. Might also get a tap test on the side of your tank to see where the fuel level is. Get under your vehicle and get your ear close to the tank and tap it with a quarter or something up and down the tank. The thud will change based on fuel level. Kinda hard to explain so hopefully that makes sense.

Gas mileage changes. It is different for each of us
Tank gallons do not. It is the same for each of us.

The fuel gauge is consistent, +/- 0.5 gallon:

FULL= 21 Gallons in the tank
    3/4 Line = 16 (down 5 gallons from full)
    1/2 Line = 12 (down 9)
    3/4 Line = 8 (down 13)
    Low Fuel Light = 5 (down 16)
    E Line = 3 (down 18)

I just fill to when the nozzle auto shuts off, I've seen others have this problem and interestingly it's also full at 13 gallons for them aswell
