See if your condenser needs cleaning. It's in front of your radiator.

A lot of 2nd Gen Tacoma's are fine on the road and not so fine in stop-n-go traffic, especially if your truck has been parked in the sun and you start out going from red light to red light. Doesn't get cold until you really get on the road and get some wind going consistently through the condenser.

As stated above, condenser fan would likely help.

In addition to more heat exchange at the condenser, the higher speed of the engine means higher rpms of the compressor. Its able to move a larger volume of refrigerant and therefore remove more heat from the cabin

I put a new condenser in... today I was gonna change the fan clutch but I don’t think that the problem! Could the fins in the radiator being clogged cause this also. There was a crap time of weeds in the radiator, washed them out but do I think I made need to change the radiator with a new one?

How well did you clean the radiator? - both front and back? I'm assuming a vacuum was pulled and the system was properly charged after the new condenser..

In the mornings at idle the ac is freezing. Seems when the temp outside is 70 or above just doesn’t wanna cool at idle.

You must live in a cooler climate. I rarely have to turn mine down on the hwy in the summer.

Might be time for that fan mentioned above.

Once I start going it seems to cool better. The longer I sit, starts to get warmer and warmer.

Many 2nd Gen 4.0L owners have that problem. That's why the fans have been suggested.
