    The answer to that would seem to be 'not according to the State of Nevada guidelines'.

    If he'd qualified as such, he'd not have bothered with the banner.

    I do find it odd that he did not call out a dealership as well. I've seen various vehicles lemoned-up (would that be tarted-up?) in similar ways over the years, but they always called out a dealer, often parking next to the dealership.

    I've actually seen something similar at a Ford dealership. Not only did they park right in front with a sign on the car, they also stayed and held a sign to get more attention.

    Yeah, there used to be a Pinto or some other smitty sedan parked in front of our town’s Ford dealership with a giant sandwich board on it saying the Dealer sells Lemons. It was funny because the guy had a free lemonade stand in front of the dealer with flags and balloons and stuff and his sign said if you want good lemons, drink his instead. It made the front page of the paper. The dealer also tried to park his cars in front to block him and got ticketed for selling cars on the street!
