    Afaik there are a list of trigger words that initiate the listening device. Noticed that this was introduced around the beginning of the terrorist bs here in the states. So if I had my guess, this is a federal and above level trying to get Intel on possible trouble brewing.
    Kinda like the old days when cable companies would report illegal activity in a house they showed up to a service call at.
