    like the title asked.....
    Does the tow package include a wire harness to control a trailer with brakes?
    Is the blank plug for a controller under the dash?
    What’s the heaviest load you all pull?

    I don't think so. According to the window sticker in my 2010, the tow package includes:

    Class 4 hitch
    130A alternator
    Heavy duty battery
    7 pin connector with adapter (no idea what this even is)

    There is a connector under the dash / behind the driverside kick panel for the electric brake controller. It is a pain to find.
    Truck is rated for 6500 lbs, but around 5,000 is all I feel comfortable with. My truck is the short bed which makes some difference. A longer wheel base will handle trailer movement just a bit better.
