I’m trying to refinish the interior of the truck and just need to know how to pull the dash board out.

This truck has no speedo cable. It’s a digital VSS. You only had cable driven clusters from 1995-1997. Simply unplug the harness connectors on 1998-2004.

Way, way easier. I've been there replacing dash bulbs with LED. That cable is so tight that you hardly put your hand behind the clock and just fill it to unscrew it. I don't know what I would do it it was stuck.
With electronic speedo you can pull the whole clock out and unplug wires one by one.
