    CARBOB refinement...
    CARBOB refined stock takes a lot more additives to get the NOx emissions down to the levels CA requires.

    CARB is also banning certain diesels from renewing registration next year. I predict lots of good and cheap diesel trucks that won't be able to be driven here. And the value of used compliant trucks will go up.

    It’s way more complicated than that. See these breakdowns and overviews, one by the state and another by a credible, independent researcher:

    But the reason Gov. Newsom and others are investigating it is that there are “black box” (my term) surcharges in this state that don’t seem to have any connection to taxes, rent costs, fees, etc. — oil companies have yet to shed light on their reasons for the pricing variances between our state and others. In other words, it’s expensive in California for knowable reasons (emissions controls, high taxes), but then there’s another 20-30c tacked on top for unknown reasons. You can decry big government, but it will provably take a government agency’s work to find out why we’re shelling out more than standard ”market pricing” would have us pay.

    I just want what everyone wants -- more transparency. I don't mind paying a little more for gas here, but I want to know exactly what it is I'm paying for.
