    I have Tacoma 2002, Engine: 2.7 4 Cyl!
I did not have any problem until today! My truck start with delay and it shake/vibrate [during startup] once I'm turning car ON!

Temp of area is 40 F.
I'm not sure if it's from Misfire or fuel pump!
Note: There is no message on OBD too!

    Any idea or previous experience?

Is the MIL illuminated? Even if it's not on currently yet it may have a DTC pending.
What else happened? Describe step by step the starting and driving process and then what is different. Is the idle rpm low?
Have you already searched through the tons of threads here to see if something matches your symptoms and conditions?
So you have a rough idle or a misfire?

Does it start like this after its been running and turned off and then restarted? Or is it only on cold start ups?
You smell raw gas outside of the truck after this happens?

After the truck is driven somewhere and then turned off, does it restart normal and without issue?
Need more details on your symptoms to help. We're trying to determine between injector stuck open and dripping gas into cylinder while engine is off, or if there are ignition problems and not combusting the air fuel mix as it should.
Do you do your own work? Or do you take it in for service? If you don't do your own work I don't want to type up a bunch of stuff that won't matter because you're taking it in anyways. Know what I mean? Lots of info to search through here too. Lots. And your issue and symptom isn't rare. Lots of info you can read through here

Okay this is what I was trying to get from you! Perfect! I think you have an injector stuck open when engine is turned off and it drips fuel into the cylinder and causes a hard start condition. The longer the engine sits, the more fuel that can leak in and cause this condition. And this is why starts fine after running for few minutes and then turning it off and restarting
You can try cleaning the injectors or you may just have to replace the one that is acting up.
