    I would describe it as part of the structure of your truck bed. You can attach a rail on it like the side ones so you could put anchors or other accessories Or attach the oem tonneau cover to it.

    Apparently Toyota stopped putting the tie down rail on there about 2-3 years ago, but left the threaded holes. Which is good, it's easy to add if needed.
