So is this related to the brakes, the leaf springs, or both?!?!

They would be separate squeaks. Leaf packs will squeak once they get a little dirt in them.
The brake shoes will squeak once warmed up. My brakes squeak/squeal occasionally if I am just kinda creeping forward but still applying pressure to the brake pedal.

My rear brake squeaks and squeals when braking from higher speeds, sometimes from lower speeds.

Most likely the new brake shoe pads didn't get broken in/ seated properly on install, Or it may have some of the hardware out of adjustment. May be it needs new hardware and give the inside of the drums a light sanding.

Will this make the truck unsafe or otherwise cause a problem if not dealt with immediately?

Nope, its most likely fine and will cause no long term issues, just annoying and irritating to listen to.

I think their should be some sort of system where if you have a clean driving record you don't get a ticket unless you've done something particularly dangerous/illegal...

Will it shorten the life of brakes? Also, is it possible that the blown axle seal was a coincidence the squeak was its own problem?

Exactly! I always wear my seatbelt as a matter of common sense.

Street racing, drunk driving, and going more than 15-20 MPH over the speed limit are among the offenses I believe should carry consequences...

It shouldn't shorten the life of the brakes... our trucks use like 80/20 ratio.
Front brakes are 80 percent when brakes are applied
Rear brakes are the other 20 percent when brake pedal is applied. Also used as e brake/parking.
The truck is good to go and the axle seals are a item that needs to be replaced from time to time. The only question is how much oil got splattered around in there. If the drums or shoes were not properly cleaned off, it can cause your squeak issue also, but will not cause any major long term issues. Kinda sounds like a little bit of oil was not gotten off the shoes/pads or they are simply a little out of adjustment . If new shoe and drums were installed after the axle seal, then its just out of adjustment, not seated or not broken in. Again, shouldn't cause any major issues down the road. Wheel cylinders, shoes hardware, and drums are fairly cheap any how.

What I'm really pissed off about is that the previous set of drums had only 22K miles on them! I was hoping to get at least 100K!
