    Air pump for the emissions, thats an aftermarket filter, its not an issue on your motor, there's usually just a plastic cap that clips on.

    What year/motor do you have? Is it relocated?

    The filter isn’t even dirty.
    That’s the secondary air pump with an aftermarket filter. It’s was a known issue that the stock filter would come apart and do damage

    looks like someone fixed it for you

    Exactly what @nd4spdbh said, and the result should look like this.

    Just to piggyback off what you said, I'd consider adding the OEM cover as well. Even if it didn't come with it from the factory it still clips on nicely over the pump and unifilter giving it a clean look.

    My reasoning is that it prevents excessive dirt or water from landing on it, especially when cleaning the engine bay.

    Even if it doesn't do any of that, just spend the money because this is TW

    I believe previous owner moved it. They did some mods to this vehicle. its mounted in the wrong place. If I move it back I'll have to get the oem mounts for it. Any idea where I can find those oem mounts

    PO probably had an aftermarket CAI. I wouldnt worry about moving it back to the stock location. I would like stated, open it up, make sure the foam is removed, pop off the siliconed on breather put a uni on and while you are there check and make sure that the stock intake is all secured properly with a proper engine air filter.

    There is a TSB for the secondary Air Pump. With non OEM parts on it if it fails your looking at a $2000.00 +/- repair.
    With OEM your bill will be covered by Toyota 100%

    disclaimer;

    I don’t know what model years are covered by the TSB but my 2012 was covered.
