    The reality there's no perfect solution that will please everyone or convince even the most logical. A decade is a period of 10 years and that isn't disputed.

    Actually, after just googling this, @IPNPULZ and farmer's almanac may be correct. You see, there never was a 0 year. The year before Christ was 1 BC. The year after was 1 AD.
    So the official beginning of a decade would begin 1/01 of any year ending in the number 1:boom:
