Update: I broke down and took it to the shop. It turned out to be the gauge. Apparently there is no source for new or new aftermarket fuel gauges. So, I'm sending the entire instrument cluster to a guy who rebuilds resolders the whole thing and offers a one year warranty. Expen$ive.

Hold on now. I have a whole parts cluster you can use with a working fuel gauge. I have two fuel gauges you can try, a Tacoma one and a 4Runner one.

In addition, I’m pretty sure a used cluster will be cheaper than having it rebuilt. How much is he charging?

Also I’m very dubious of how the shop reached that conclusion. Did they test the resistances of the fuel gauge against the specifications in the FSM?

    Here’s the 4Runner one.

I didn't ask them how they tested it but I've been using them for several years and I trust their honesty. One thing they told me is that the cluster showed signs of having been soldered in the past. I'm not sure I car turn the ship around at this stage but I do appreciate your offer. If anyone needs a working fuel sending unit assembly with pump I have one!

How much are they charging you for the rebuild?
