You can get scan tools really cheap these days. Walmart even started carrying them, so you could probably get one at a discount

 

I went into Autozone a couple years ago to get a new locking gas cap. I asked the kid behind the counter that had just barely gotten out of puberty that I needed a locking gas cap. He said that I just walked past them and pointed to the radiator caps. I turned around and walked out and ordered one off of Amazon.

Sometimes they ask for the engine size if their frisky.

 

Does this allow you to program things like Techstream does?

I'm not familiar with Techstream's capabilities but the Carista allows you to turn on/off a lot of the nanny bells and whistles. I originally bought for my wife's '12 TRD Racing Prius to turn off seat belt (shame...) door lock, and a lot of other simple crap that you can't do with a lot of the simple fixes on the earlier models.

I bought one of the $25 scanners from Walmart to shut off the check engine light in my wife’s Navigator after I changed the plugs in it. Worked really well.
