On a budget is it worth it to put led bulbs in stock housing. Or just plain stupid. If so what do you recommend for aftermarket fogs?

Don’t put LEDs in the factory fogs, you’ll end up with a bunch of glare. Replace them with LED assemblies, you can then also sell your stock ones. Look at this thread with all the comparisons, best budget option is Toyota’s OEM LED fogs, they are about $125 set, better would be Diode Dynamics SS3 sport at $200, best is the SS3 Pro model at $320. The SS3s are also available in yellow which is better for fog conditions. Links to the lights mentioned at the top of the thread.

I think you're going to find that a spot / flood combination light is actually a very poor pattern for street use. But, for $25 they're probably not going to have enough power to bother oncoming drivers either.

There is quite a bit more to LED fogs than that. What you have made is illegal LED lights with a non-compliant pattern providing blinding glare to oncoming drivers due to a lack of engineered beam pattern cut off, which will also be ineffective in fog. Just don't run them on the street with other vehicles ahead of you.
