    It's a metal piece that installs over the right tailgate hinge so it can't be taken off (stolen)

    yes. Paint the thing, pull a torx screw on right side of tailgate, install it and put the screw back in.

    Some one can still steal your tailgate but they'll have to do a little work to earn it.
