Road salt is a part of life around here, and there's been alot of wet snow and rain. I can't tell if this is normal. My last vehicles had disk brakes all around with less surface to rust together.

Perhaps I'm wrong here... I don't deal with drum brakes often, but the contact patch of the hub to wheel mating surface should be the same physical area. Perhaps you could even try tapping on the drum a bit with that rubber mallet but I wouldn't use a metal hammer for that unless someone else has had luck with that out of fear of bending the outer drum surface.

Loosen lugs a bit, leave truck/tires on ground. Shake/push truck side to side, that will break wheels loose from hubs. Jack up, remove. Clean, apply anti seize.

I heard there is a guy that's good with PVC and making rust free bumpers! Wonder when he is gonna get into the wheel market, sounds like there is a need!

This is common where road salt and moisture gets in there and causes galvanic corrosion. Clean off the surfaces and apply a thin layer of antisieze to the inner hub of the wheel or outer hub of the axle. Don't put it on the axle face or the mount surface of the wheel, or the studs.

Loosen the lugs and then drive forward and reverse a little. Jack it up then pull them off. The weight should help making them easier to take off

First thing I did, when I picked up truck from dealer. Lived in rust/salt belt all my life.

Techs at shop would use an air hammer for about 5-10 seconds and be done with it, this is very common.
Of course clean the surface, apply anti seize on reinstall.

There's a bit more surface contact between wheels and drums compared to rotors.

Take the lugs off and drift into a curb, it’ll take a little more than just the wheel off

This picture comparison appears to show the front vs the rear. Makes sense there's a difference in size. I'm saying a rear drum vs an equivalent rear disc should be the same hub area. In either case your limiting factor is the area on the mounting side of the wheel. They should be the same I'd imagine. Just look at the rust area's in your picture ;) It's isolated to the wheel mounting area size.

Yeah, probably. Couldn't say since I haven't owned a truck with rear disc brakes yet to say. The difference between them all is small, I agree. The contact area and number of lugs has got to be similar to achieve whatever clamping force they're after to resist torque they need to.

If its still not off i suggest a blow torch, i worked in a restoration shop and we used one on almost every other bolt we pulled out on those old pos cars.
