    I say worry less and send it!
    Seriously though if its only moving 1/4", like @TomTwo said, its either going to break free and work or do some serious damage. I would keep trying to get it to cycle freely by hand. When it breaks free it can cause irreparable damage to the cylinders or cylinder walls and may never work again.

    With it only moving that much the likeyhood of destroyed rings, pistons and likely cylinder walls is highly likely. Try heating the block up and get everything to expand. This just needs to be done slowly. Once everything has expanded you can possibly get things to move a little easier.
