I have a super tiny spot on my door that is down to the paint (think a rock hit it on the freeway) anyway it's down to the metal it appears and my question is would it be ok to use touch up paint over the rust?

Normally i would remove the rust but the spot is so small I don't want to compromise the paint surrounding it.

Hit it with a tiny dab of rust inhibitor. I'd recommend a little larger sanding and spot paint, but considering the depth and breadth of that trail rash a bit of inhibitor and a touch-up pen two days later should be good.

You can use rusty metal primer. Clean any flaky rust.

In his defense, OP is in SoCal. Thankfully rust is not exactly an issue here

If you buy the touch up paint from the dealer, it has a tiny sanding top that you can use to clean out the rust before using the touch up paint.

Don't know if it's the worst reply in the history of the internet ever, but you're right horrible advice. Cover the rust with paint and it will throw the covers on the floor.

Painting over rust just means to paint a larger area later. Remove the rust, treat the bare metal with a primer, then paint & clearcoat (if you have clearcoat).

OK, maybe I exaggerated a bit. I guess I've seen much worse on this forum, but I maintain that if you really don't know the answer...

Better off just sanding it down and painting over it. Itll just spread like cancer if you leave it, then youll have the bubbled up cancer look thatll require much more to fix.
