Yeah, they do tend to run small.
They require pristine, cold water.
Those smaller headwater limestone streams where you find them are as a result a bit deficient in food.
Brookies don't do well in bigger streams and can't compete in the rivers. (Canada is another story).
But if you find them, like I said, they're bound to be hungry and they ain't particular.

It's interesting how much variation in colors there is in different regions.
The ones here show a kind of very pale yellow on the underside instead of the white in your pic.
