before you flip out and tell me to search i did, i want my fog lights to come one with the PARKING LIGHTS not "fogs on anytime" like everyone on here does, do i take the jumper wire and run it to my parking light power wire instead of the green wire everyone usually uses?

If you don't have the tow package (or even if you do) you can just do what you originally mentioned, use the parking light power supply wire as the jumper. That's essentially what you're doing in that post mentioned above except your tapping the parking light wire intended for the trailer instead of the truck.
