After searching online, I think I found the adjustment screw on my 2001 Tacoma, but my screw does not have a nut on it. How do I turn it? Below is a picture. Thanks in advance.

Can't tell from your pic, is there a torx socket in the end? If not, it looks like the end of that is hexagonal. So, maybe a really small socket wrench/wrench?

I think the plastic piece that goes on the back of that has been broken off.

You post reminded me, so I just went and did mine. I still had plastic pieces with the screw heads on. Cracked one, so I used an 8mm socket instead.

Looks like that head is square. Maybe see if you've can use a pair of pliers?

FWIW I just removed my HID's. Got tired of feeling like a douche blinding other drivers. No matter how much you adjust them you will not get rid of the hotspots. The light output is the shit, but in a halogen housing you cant control the light output. BTW the adjustment is 4mm.
