I'm probably wrong but I think that is one of the harnesses for the inverter that came on trd trims.

are you talking about the inverter at the back? my truck doesn’t have that. so is there a possibility if i wanted an inverter i can put one? im just wondering what is this wire hanging around underneath the shifter housing.

Yes I believe there is a wire for the inverter that is under the shifter on certain models. Toyota ran most of the wiring for things that didn't come equipped from factory, but I'm not 100% as my regular cab did not come with this wiring.
Yes I believe you can install the factory inverter with Toyota parts. Personally wouldn't as it is easier and cheaper to just install an aftermarket one.

i believe you’re right about this thing. inwas looking for my bulb to replace on my shifter panel and i saw this dangling around inside it. i was searching for a place to plug it but couldn’t find one. i guess im not touching this one since i don’t have a plug installed at the back of the truck bed anyways. i saw what you mean when i search the inverter on https://youtu.be/0cG7OQMNRf4
