    I dont know if you could even use the "safety" argument. People have already posted up a bunch of websites with codes and meanings and if you listen long enough you'll probably pick up on the different meanings.

    I get bored on night shift and watch the CHP online traffic incident page and could figure out most of their codes and stuff after a few hours.

    when its out there its out there...but i havent found anywhere online with my dept's 10-code...some are the same such as 10-4/10-8/10-9 etc...but the ones that can affect officer safety have been changed by our dept so that isnt as easy

    our dept is also in the process of switching to fully digital encryption and that'll make listening in to "study" a lot more difficult as well
