I have two neighbors. 1 has a straight piped Evo that thinks it's cool to run anti lag at 2am.

The other is a 18 year old who has a new piece of shit car every couple of months. It always ends the same way. He spray paints the car, cuts the springs to slam it and throws on some hoonagan stickers. It always ends the same way. Within a few weeks, the car is bellowing smoke out of the exhaust. He spends the next few days "working" on the car, reving the shit out of it until it no longer runs.

I've tried to be nice to both of these guys. I asked them in the calmest way I know how to please turn down the music at 2 or 3am on a Tuesday night. The entire neighborhood hates them.

    What would you do?

I’m all for a good time with friends and working on cars, but I didn’t buy a house to deal with some douche bags kids. 100% calling the cops if they can’t seem to cooperate. My second car is a mildly built subie with a 3.5 inch exhaust all the way back. It’s loud, but if I come home from a late night meet up... I roll through the neighborhood at low RPMs and coast up the driveway.

Edit: I have to ask though... where is this at? Lol

I’d buy their car each iteration, sell it, reinvest, repeat.

    *buy before 10:00 pm.

This is in northern VA. And I like cars too. It's one thing to have a loud exhaust and drive through the neighborhood at low rpms because it's late and another bounce the Rev limiter.

As an HOA president, my first thought is “do y’all have an HOA?” Because we used to have someone in our community who used to do that. After the board voted to fine his ass and put a lien on his mortgage (which we can legally do) he changed his attitude,

    Then moved.

    Win/win.

Is it illegal where you live or just annoying? Kind of limits what you can do about it.

Realistically speaking I would just call the cops. Try and have a conversation with them and then from there get the cops involved.

Or possibly invest in a noise machine. I have a white noise machine in my room that’s a godsend. It does an astoundingly good job at hiding background noise.

That’s what I’m saying. If a talk won’t work, go to the cops or HOA if you have one.

Funny you should say that. They get fined all the time. The board fines them for all kinds of stuff. I think they need to rack up $15 or $20k before a lien get put on their house. I doubt they are paying but even so, it's going to take a long time to rack up 15 or 20.

One thing I’ve done is fight fire with fire. The neighbours at my sisters lake cottage have teenage kids and they would invite all their friends to the cottage every weekend and party it up until 4am every night. I’m all for a good time but around midnight you should be turning the PA system down and maybe sit around a fire with a guitar and keep it down.

so what we did was fire up all manner of obnoxious power tools at 7am. My brother in law would run a gas blower next to the fence and I would slice 1/4” pieces of a 2x4 with a chop saw until 10am. Then fire up riding mower and start hooting and hollering ourselves.

Without the ability to sleep off hangovers even teenagers can’t keep it up night after night.

The unpaid HOA fines only come into play when they try to sell the house. The HOA board then hold the resale certificate hostage until the fines are paid. Then, they HAVE TO PAY or else the title can’t transfer and sale won’t go through. Then they’re motivated.

Keep the pressure on the board and/or management company. I know I’m more motivated to get involved when there are 8 or 10 pissed off residents rather than just one. When it’s one, I’m like “y’all need to find a way to get along.” When it’s 10 or so, then the resident is clearly the asshole.

Totally illegal. The county can't do anything because it's a vehicle related. The authority falls to state police.

Calling the cops might be the “best” way to deal with it, but it’s gonna turn into a long drawn out battle and not much will be done. They will probably just get warnings and the cops will get sick of responding and we’ll of you calling.

if you haven’t already maybe just take a walk over and voice your concerns. Be cool with them and just be like hey man, I was your age once, I get it. Can you just try and keep the noise down after 11, that’s all I’m asking. If that doesn’t work then you have the option of some revenge.

If they are up late at night, then that means they are probably sleeping early in the day. I’d be up at the crack of dawn cutting my lawn, and making noise. Assuming it won’t effect your other neighbors. If not I would find some other ways to get creative Without doing something too stupid that’s going to have the police at your door. Lots of good ideas can be found or crafted. Good luck OP

Frigging flashbacks to the crazy-car-radio-guy 'neighbor' I had living in a Boston suburb. EVERY Friday afternoon to Sunday night he was out doing whatever he did in his crappy yard playing his car radio with the doors open. Pleasant enough when we talked about the issue but the POS just kept on doing it. I fucking hate narcissists.

We ended up moving in part due to this doubag. Traffic was the kicker. Oh yeah, the real estate market was booming and we made some good $$ when we sold. Guess it turned out ok, but damn it was annoying. (Thanks for letting me work through that )

Definitely call the cops but hold the HOA board accountable. Ban together with the other neighbors and go to every meeting. Read the compact or whatever they call the rules to the HOA and understand them better to those sitting on the board. Embrace the fine print.

    Good Luck

Isn’t noise activity or right to live peacefully defined somewhere in your town and zoning bylaws? For example, there is usually a start and end time defined for construction activity. It’s vehicle related but it’s happening on a residence, not the state highway. Anyway, you could identify which bylaws are being violated and take it to your next selectmen/commission/etc. public hearing. If it’s on a public hearing and on record, they’ll do something about it.
