    I haven't thought to look at the 3rd gen Tacomas, but when I worked at a bodyshop about ten years ago, if you back off the bolts that hold the latch in place, just crack them loose and close the hood. It should wiggle the latch enough to make it close and open easier. If the "female" side of the latch isn't adjustable, get a paint marker, put it all over the latch and close, where the "male" side on the hood rubs it off, adjust it away from the paint.
