I had the same problem. I had to cut/grind down the liner inside the hitch. Fits fine after that.

How the heck did you do that? Seems like you would have to grind a lot

I used a utility knife to cut around the whole thing, and was able to peel it out in a few pieces. I couldn’t reach far enough into the receiver but after I got as much as I could out, the tow hitch would fit in super tight and I just worked it in and out and now it fits fine.

Hmm I tried removing all the paint but it still wouldn’t go in even with a mallet. If I could just find a bike rack that would fit I would leave it since my drop hitch fits fine

before you removed the paint could you even get the hitch in a inch? I can not even get it in 1” before it’s jammed up

So what would my solution be? Find hitched with thick round corners? My drop hitch is very thick and fits, all of my other hitches are thinner steel and more square, and don’t fit

That's the solution if you don't want to modify the male side of the setup. If you start looking, you'll notice that some products, like the Factor 55 HitchLink, have more radius in the edges of the tool so they fit the heavier wall tubing used in some receivers. I've had to get the grinder out a few times and once did a test & evaluation on a product where there was no consistency in the sizing to begin with. A 2" square receiver isn't generally going to take a part that's 2.125" by 2.125". Main takeaway, it's not always the fault of the guy that gets blamed first.

Before I removed the lining it wouldn’t even start to go in. I’ll try to take a pic later today.
